Born in 1871 in Charleston, South Carolina, Walcott moved to Washington, D.C. as a young man and became involved in the city's burgeoning African-American community.

He is best known for co-founding the M Street School, one of the first high schools for African-Americans in the country, which later became known as Dunbar High School. In addition to his work as an educator, Walcott was also a prominent civil rights activist, fighting for voting rights, desegregation, and the end of Jim Crow laws.
